Press Statement on Outsourcing of Public Outpatient Clinics

Hong Kong Doctors Union has 1,700 members and is the unique trade union with doctor members in public and private services. Registered with the Trade Union Registry to look after the interests and rights of doctors in their employer employee relationship, Hong Kong Doctors Union is committed to upgrade the standard of medical doctors to cater for the health of the community of Hong Kong.

In response to the open remark made by Dr. Lo Wing Lok about the so called collaboration of our Union with the Hospital Authority on the latter's intention to contract out the outpatient clinic services, we have the following comments and responses.

On 13th May 2004, our Union was invited to a meeting with the Kowloon West Cluster of Hospital Authority where we were asked to comment on the feasibility of contracting out outpatient clinic services. During the meeting, Dr. Yeung Chiu Fat Henry, President of the Hong Kong Doctors Union, elaborated our stand on the captioned issue as follows:-

1. The main target of general outpatient clinic services should be for those with financial difficulties and those suffering from chronic illnesses;

2. We suggested that Hospital Authority should close all redundant outpatient clinic services and develop outpatient clinic departments with larger complex into Family Physicians training centers without jeopardizing the current standard of services;

3. If the Hospital Authority insists on outsourcing of outpatient clinic services, it should be done in an open and fair manner to all doctors in Hong Kong, preferably adopting the method of allocation by ballot in order to avoid monopoly by Health Maintenance Organizations or any organization;

4. We insisted that the Hong Kong Doctors Union should only serve as a mediator in the process and should not be a partner in any business arrangement of outsourcing in whatever way.

Hong Kong Doctors Union regrets that the truth of the captioned issue has been distorted by those intending to achieve their personal gains, and reserves all of its legal rights on damages for defamation.

有關普通科門診服務外判

擁有一千七百多名會員的香港西醫工會是香港唯一由公營及私營醫生聯合組成的工會組織,根據工會註冊條例,香港西醫工會不單關注醫生的權益及其僱傭關係,更以提升醫生的專業水平,達致民康為己任。

因應近日勞永樂醫生公開批評香港西醫工會就處理醫院管理局普通科門診外判的提案,引起業界及社會各界的關注。本會就其指控作出下列澄清:

於今年五月十三日,本會應醫管局九龍西之邀請,就有關普通科門診外判表達意見,於會上,楊超發會長重申本會就該建議的立場,包括:

(一)   普通科門診應以服務長期病患者及貧苦大眾為主;

(二)   本會要求醫院管理局將規模較小,及服務重疊的普通科門診關閉;並以不影響現行服務為前提,將大型綜合診所發展為家庭醫學培訓中心;

(三)   若醫管局堅持將普通科門診外判,應具透明度、以公平公正原則,並以抽籤形式直接外判予私營醫生,避免由醫療集團壟斷;

(四)   香港西醫工會在此事項上,只能扮演聯絡人的角色,絕對無意接手外判的普通科門診。

本會對有人藉此事不斷抹黑香港西醫工會,以達致個人目的,本會保留追究的權利。

Press Statement on "Taking Over" of Hong Kong Medical Association

In response to a canvassing letter issued by Dr. Law Chi Lim, a candidate for the post of Hon Treasurer for the Hong Kong Medical Association, which openly spread the story of a danger of Hong Kong Doctors Union taking over the Hong Kong Medical Association, Hong Kong Doctors Union has the following responses.

Hong Kong Doctors Union, as a registered Trade Union, is open to all doctors of Hong Kong. Our aims to promote the standard and welfare of doctors are no secrets.

Hong Kong Doctors Union has no intention whatsoever or the resources to take over the Hong Kong Medical Association.  Nor has the Council of Hong Kong Doctors Union called on any member to run for posts of the Council of the Hong Kong Medical Association.

It is the freedom of any member of Hong Kong Doctors Union and who is also a member of Hong Kong Medical Association to run for posts of the Council of the Hong Kong Medical Association, and he or she should run in his or her personal capacity.

The post of Hon Treasurer of the Hong Kong Medical Association has been held respectively by a Vice President of the Hong Kong College of Family Physicians, a Council Member of the Hong Kong Academy of Medicine and even the Hon Secretary of Hong Kong Doctors Union. However, the funds and assets of the Hong Kong Medical Association have never been taken over by the Hong Kong College of Family Physicians, Hong Kong Academy of Medicine or Hong Kong Doctors Union.

Hong Kong Doctors Union reserves all of its legal rights on damages for defamation of our Union as a consequence of such open letter to the medical profession.

回應羅致廉醫生的公開信

香港醫學會司庫候選人羅致廉醫生公開指控香港西醫工會意圖控制香港醫學會。

根據香港西醫工會規則,全港註冊西醫均可成為香港西醫工會的會員。眾所周知,本會以提升醫生的專業水平及關注醫生的權益為目標。

香港西醫工會從來無意,亦無任何資源控制香港醫學會。本會亦從沒有慫恿任何會員參選香港醫學會的會董職位。

香港西醫工會會員參選香港醫學會之會董職位乃其個人意願及自由,並因應其個人能力而進行。

曾任香港醫學會司庫一職者,繼有香港家庭醫學專科學院副院長、香港醫學專科學院會董及香港西醫工會義務秘書。試問,香港醫學會的資產可曾因而由以上各組織所掠奪。

對羅致廉醫生公開信的無理指控,本會保留追究的權利。
